Eh oui, plus que 6 fois dormir avant de prendre l’avion pour les vacances, mais cela veut aussi dire 6 jours particulièrement intenses car il faut passer la main à mon intérimaire qui n’est arrivé ici qu’il y a une semaine et doit donc découvrir encore beaucoup de choses. Même si à Brabanta il a le titre de directeur financier c’est en fait un habitué de la maison (Socfin) où il a déjà exercé le rôle de directeur général et il connaît donc les trucs et ficelles du métier. Nous venons d’ailleurs de passer quelques heures ensemble pour passer en revue les différents aspects de la plantation, des dossiers à suivre, des problèmes à tenir à l’œil, etc. et c’est fort agréable de faire cela avec quelqu’un qui sait quelles sont les questions à poser et surtout qui semble partager ma vision des choses à de nombreux points de vue. Nous avons décidé de faire cela ce dimanche, calmement à la maison, car au bureau il est quasi impossible d’avoir le temps de discuter des choses calmement et posément avec toutes les demandes qui fusent de tous les côtés. Il faut dire que l’approche de la fin de l’année est une période fébrile pour tous, en interne il y a tous les rapports de fin d’année à préparer et dans ce domaine les autorités congolaises semble exceller dans la quantité d’informations qui doivent être communiquées allant des chiffres de production et comptes en général aux statistiques médicales, informations demandées par les le ministère du travail ou encore les données concernant écoles et autres institutions publiques présentes dans la concession. La plus grande partie de ces informations ne sont pas encore informatisées, ce qui fait par exemple que toutes les déclarations des employés qui sont passés par la Brabanta doivent être déclarés en remplissant un formulaire spécial qui est vendu par le ministère responsable et qui ne tolère aucune rature ou correction. Ainsi l’année dernière nous avons du acheter et compléter près de 4.500 formulaires qui nous ont pris pas loin de deux semaines à compléter avec une équipe de 5 personnes. Nous devons évidemment payer des pénalités si une partie des formulaires est envoyée en retard et ce qu’il advient des ses même formulaires une fois qu’ils ont été reçus par les autorités compétentes est un total mystère, mais à mon avis ils sont “soigneusement” classés et pourront un jour être consultés si les souris, rats ou simplement l’humidité ne les aura pas consommé avant.
Certains services de l’état ont des représentants provinciaux ou territoriaux et ceux-ci espèrent aussi leur part du gâteau, ainsi même si la loi prévoit que les rapports doivent être envoyés aux instances nationales, les agents locaux viennent réclamer leur copie sous peines de toutes sortes de pénalités qui sont parfois basées sur des codes datant de l’époque coloniale. Il faut dire que les fêtes de fin d’année sont très importantes ici et il est donc logique que toutes les autorités fassent un baroud d’honneur en cette fin d’année pour essayer de grappiller quelque chose, de manière légitime ou un peu moins.
Le gouvernement a annoncé que tous les contrôles fiscaux étaient suspendus jusqu’à nouvel ordre, sauf en cas de dénonciation de fraude. Ainsi comme par hasard nous recevons des avis de contrôle sur base de dénonciation, mais ne demandez pas d’où viennent ces dénonciations car c’est évidemment secret. Bien entendu en cette approche de période festive, les autorités sont ouvertes à des négociations qui permettent aux sociétés d’éviter les lourdes amendes potentielles, jusqu’à l’année prochaine.
A lire ces lignes vous pensez peut-être que nous sommes en pleins préparatifs pour les fêtes, ce qui n’est pas le cas car même si nous devons prendre les devants, nous aurons encore un avion qui viendra en plantation avant la Noël et qui pourra apporter les petits extras pour les agents (expatriés) qui resteront ici pendant les fêtes. Les autorités (locales) savent, elles, que pour obtenir quelque chose elles doivent s’y prendre à temps car le DG est en partance. En l’absence du DG il est beaucoup plus facile à l’équipe en charge de Brabanta de prétendre devoir attendre le retour du patron avant de pouvoir prendre une décision, donc les jours sont comptés.
Je ne compte plus le nombre de personnes qui ont annoncé leur visite dans les prochains jours et si le motif de ces demandes de rendez-vous n’est pas nécessairement précisé, il est certain que toutes comporteront une demande de contribution financière d’une forme ou d’une autre.
Voilà donc le menu des quelques jours à venir, des remises-reprises, des demandes d’aides et plus que quelques consignes à donner pour les bons soins de nos poilues et des semis de Jacaranda de Marie-Claude.

Yes, no more than 6 times sleeping before flying for the holidays, but it also means 6 particularly intense days because of the need to hand over the responsibilities to my temporary replacement, who only arrived here a week ago and must therefore discover many more things about Brabanta. We decided to do this on Sunday, calmly at home, because in the office it is almost impossible to have time to discuss things quietly and undisturbed with all the requests coming from all sides. It must be said that the approach of the end of the year is a feverish period for all, internally there are all the year-end reports to be prepared and in this area the Congolese authorities seem to excel in the amount of information that must be communicated, ranging from production figures and accounts in general to medical statistics, information requested by the Ministry of Labour or data concerning schools and other public institutions present in the concession. Most of this information is not yet computerized, which means, for example, that all declarations of employees who have passed through Brabanta must be reported by completing a special form (that is to be purchased from the relevant ministry and on which it is not tolerated to make any erasures or corrections (you need to use/buy a new form). So last year we had to buy and complete nearly 4,500 forms that took us almost two weeks to complete with a team of 5 people. We obviously have to pay penalties if some of the forms are sent late and what happens to the same forms once they have been received by the competent authorities is a total mystery, but in my opinion they are “carefully” filed and will one day be available for consultation if the mice, rats or simply humidity has not consumed them before.
Some state departments have provincial or territorial representatives and they also expect their share of the cake, so even though the law requires reports to be sent to national authorities only, local agents come to request copies under threat of all kinds of penalties that are sometimes based on codes dating from colonial times. It must be said that the end-of-year celebrations are very important here and it is therefore logical that all the authorities should make an honorary round at the end of the year to try to grab something, legitimately or a little less so.
The government has announced that all tax audits are suspended until further notice, except in the event of a report of fraud. Thus, as if by chance, we receive control notices on the basis of denunciation, but do not ask where these denunciations come from, because it is obviously secret. Of course, in this approaching festive period, the authorities are open to “negotiations” that allow companies to avoid potential heavy official fines until next year.
Reading these lines you may think that we are in the middle of preparing for the festive season and decorating our Christmas tree, which is not the case because even if we have to make allowance for the delay in getting things delivered here, we still have a plane that will come to the plantation before Christmas and that can bring the little extras for the agents (expatriates) who will stay here during the holidays. The (local) authorities know that in order to get something they have to do it in time because the GM is leaving. In the absence of the GM it is much easier for the team in charge of Brabanta to pretend to have to wait for the boss’s return before being able to take a decision, especially when money is concerned, so the days are numbered.
I no longer count the number of people who have announced their visit in the coming days and if the reason for these appointment requests is not necessarily specified, it is certain that all will involve a request for a financial contribution of some kind.
So here is the menu for the next few days, handing over, requests for help and more than just a few instructions to give for the proper care of our hairy friends and Marie-Claude’s Jacaranda seedlings.
